To achieve its business objectives, NACPC entered into an agreement with CCM on April 1, 2013 to establish a five-year pool management partnership that will begin with a pilot program in the Mid-South Consolidated Chassis Pool based in Memphis and Nashville, Tennessee. On February 27, 2013, NACPC announced that it had entered into its first agreement to acquire intermodal chassis from the China Ocean Shipping Company (COSCO). Thirteen hundred chassis entered the Mid-South pool on April 1, 2013. Currently, NACPC operates more than 24,000 chassis in five pools managed by CCM. The pooling of resources will enable NACPC to achieve significant cost savings, not only in chassis acquisition and leasing, but also in the necessary insurance costs and chassis modernization and refurbishment costs that are part of its strategic operating plans. “A single grey chassis pool with full interchangeability improves both the efficiency and consistency of port operations,” says Jon Poelma, Senior Vice President of Operations at CCM. “End customers can negotiate directly with the chassis supplier of their choice and choose an arbitrary chassis on the terminal. Such flexibility in choices is difficult elsewhere, as there is not a single basin for the region. We are proud to be a part of the success of the GPA and we are pleased to continue our long-standing relationship. Lynch stated that the agreement provided shipowners, carriers and cargo owners with a degree of confidence in the consistency and reliability of landing gear operation. “Other ports often have several limited pools,” he said.
“In this type of operation, the chassis can only be used for certain customers and must be returned to certain locations before work can begin for another customer.” NACPC`s Board of Directors has authorized future acquisitions and is working with suppliers and leasing companies to expand its dues chassis fleet. NACPC believes that some potential new members will be able to join the unique co-operative and introduce their chassis into the NACPC`s fleet of grey pools. As defined by the founding members, NACPC`s mission is to establish an effective chassis service service program implemented on a national basis to support the United States.
